The purpose of OSERT is to help our neighbors prepare to be as self-reliant as possible. We stress individual preparedness, planning, survival skills and mutual aid. Our model is a National program originally created in 1985 by the Los Angeles Fire Department and later adopted by FEMA called CERT, Community Emergency Response Team. This program provides basic training in disaster survival and rescue skills for citizens to survive until emergency response agencies can arrive.
